Open Carry: What Irving Residents Should Know

The Texas Open Carry law will take effect Jan. 1. Under this law, Texans with a valid License to Carry (LTC) or Concealed Handgun License (CHL) be allowed to openly carry handguns in belt or shoulder holsters, including on City of Irving property. The City of Irving urges residents to become familiar with the law so they understand the rights of armed and unarmed individuals.

Residents are encouraged to call 911 only when encountering a person in violation of the Open Carry law, which includes:

  • Removing a gun from a secured holster.
  • When a gun holder appears to be under the influence of drugs or alcohol.
  • When the gun holder is obviously committing a crime or acting in a reckless or suspicious manner.

LTC holders are prohibited from carrying in certain locations such as worship centers, amusement parks and governmental meetings subject to the Texas Open Meetings Act, in accordance with the Texas Penal Code.
