Parker County Sheriff’s Criminal Investigators arrested Shay Allen Fretwell, 49, in connection with a trust fraud and theft scheme involving One Time Construction Texas, LLC. The victim reported hiring Fretwell's company to build her house in January 2021. By July 2021, multiple local contractors informed her of liens placed on the residence due to non-payment, totaling $23,762.08, which involved roofing and lumber companies.
Investigators found that HVAC funds were withdrawn from the trust account and not provided to the victim. Fretwell allegedly misappropriated funds designated for subcontractors for personal use instead of completing the construction job. The victim sent Fretwell a demand letter, which he did not respond to.
Sheriff’s investigators traced the payments from the trust account, confirming they were diverted to Fretwell’s business accounts and subsequently used for personal transactions. Fretwell has been charged with two felony counts of misapplication of trust funds and felony theft of property. He was booked into the Parker County Jail on July 9 and posted a $35,000 bond later that same day.
