Irving Adopts $343.8 Million General Fund Budget, Keeps Property Tax Rate at 58.91 Cents
Irving City Council Meeting Sept. 10

IRVING, Texas - The Irving City Council adopted the city's fiscal year 2026-27 budget on Sept. 10, maintaining the property tax rate at $0.5891 per $100 of assessed valuation while funding additional public safety personnel, infrastructure improvements and other city services.

The new fiscal year begins Oct. 1 and runs through Sept. 30, 2027.

Irving's General Fund, which serves as the city's primary operating fund, includes $343,824,100 in both projected revenues and expenditures.

The fund pays for services including police and fire protection, engineering, transportation, parks and recreation, libraries, community development and internal city operations. Property and sales taxes provide the majority of General Fund revenue.

According to the city, the structurally balanced FY27 budget maintains existing service levels while providing wage adjustments intended to keep city employee compensation competitive with other municipalities.

The budget also provides funding for additional police officers and firefighters, street and drainage projects, water and wastewater improvements, fire station upgrades and new fire apparatus.

Other spending includes facility upgrades, staffing and operations for Let's Play Irving facilities, and additional staffing for enhanced short-term rental and health inspection programs.

Higher exemption for seniors and disabled homeowners

The new budget follows the City Council's decision in June to increase Irving's residential property tax exemption for homeowners who are 65 or older or disabled.

Council members increased the exemption by $5,000, bringing it to $65,000 of a qualifying home's appraised value for the city's property tax beginning in FY27.

At Irving's adopted tax rate of $0.5891 per $100 valuation, the additional $5,000 exemption represents about $29.46 in annual city property taxes for a qualifying homeowner, assuming the full exemption applies.

Homeowners who already receive the exemption do not need to reapply. Qualified residents who have not previously applied must submit an application through the Dallas Central Appraisal District.
