Registered Sex Offender and Two Facing ICE Holds Among Five Arrested for Child Abuse in Irving

IRVING, Texas — Detectives with the Irving Police Department Vice Unit have arrested five men in connection with separate child abuse and sexual exploitation investigations conducted between late August and early September 2026, authorities announced.

The operations led to charges ranging from state jail felony indecency to first-degree felony continuous sexual abuse of a child. Two of the arrestees are currently subject to federal immigration detainers, while another registered sex offender was extradited to face proceedings in Tarrant County.

Major Felony Charges and Extraditions

On August 24, 2026, officers arrested 46-year-old Jose Escobar-Lopez and booked him into the Irving Jail at 2:31 p.m. He is charged with Continuous Sex Abuse of a Child Under 14, a first-degree felony under Texas law. Escobar-Lopez was denied bond and remains in custody at the Dallas County Jail. U.S. Immigration and Customs Enforcement (ICE) has issued an immigration hold.

On August 28, officers executed an arrest warrant on 43-year-old Dominique Anthony Wine at a residence in the 2700 block of Harvest Lake Drive in South Irving on charges of Indecency with a Child by Exposure. Wine is a registered sex offender who was previously convicted in Tarrant County for Continuous Sex Abuse of a Child Under 14 involving a 12-year-old girl, for which he received probation. Wine was extradited on September 2 to the Tarrant County Jail, where he remains held on a $75,000 bond.

Additional Child Exploitation Arrests

Irving Police investigators made three additional arrests over two weeks:

  • Nelson Samuel Rodriguez-Trejo, 31: Booked on August 29 at 8:55 p.m. and charged with 2nd-degree felony Sexual Assault of a Child involving an underage teenager. He remains held in the Dallas County Jail on a $200,000 bond with an active ICE detainer.

  • Edgar Joel Velasquez, 34: Arrested on September 2 at 6:07 p.m. in the 2300 block of Garden Oaks Drive in South Irving. He faces two counts of 2nd-degree felony Sexual Assault of a Child. He remains in the Dallas County Jail on a $250,000 bond.

  • Clemmie Cannon III, 38: Arrested on September 8 at 8:47 p.m. at the Las Colinas Heights Apartment Homes near Mills Lane and North O'Connor Road. He was charged with state jail felony Indecency with a Child by Exposure and has since posted bond.
